Capacity building of Panchayati Raj Institution is critical to the success of all programmes and schemes meant for upliftment of rural masses. Capacity building of PRI requires strong commitment besides ample resources and a clear plan of action. It also needs to broad base the institutional support and look at options hitherto not considered on a significant scale such as Universities, private organizations, etc. Here is the story of sincere efforts and commitment rendered by Sardar Krishinagar Dantiwada Agricultural University in the field of capacity building of women Sarpanches of Banaskantha district.


Though the subject is not the regular part of the curriculum the university undertakes, it was the hon’ble Vice Chancellor , who with the equal zeal of the District Collector; Banaskantha District, has taken up the challenge of imparting training to women Sarpanches of the district.


Banaskantha district, Gujarat State has very broad demographic profile. It has a population of 25.04 lakhs. Population wise, it is the fifth largest district in Gujarat Sate. Overall literacy rate is 51 % while that of female population is 34.4 %. The district has 12 Taluka (Intermediate level ) Panchayats and 785 Village Panchayats. Its district head quarter Palanpur is situated 160 km north of Ahmedabad and is bordering Rajasthan State. It is home to various social, religious and linguistic communities. The district has an important tribal component and also shares some border with our neighboring country, Pakistan. This characteristic and the tribes’ different culture strongly limit their economic and political influence.

Sardar Krishinagar Dantiwada Agricultural University, has a sprawling campus having more than 600 acres of land in Dantiwada Taluka, 30 km. north west to Palanpur, the district head quarter. The Extension Education Center popularly called as Sardar Smurti Kendra had been assigned the task of conducting training programmes for women Sarpanches of the district. Though the subject of training was not new to the university, there was a lack of prior experience of training to PRI rrepresentatives. Hence for creation of training modules, curriculum development and a resource person they took the help of SIRD, Gujarat.


The first training programme was organized in the first week of November 2010 at the university campus. This failed miserably as only five participants turned up for the training. The Vice Chancellor of the university is man of patience and courage. He motivated the staff of Extension Education Center to make all out efforts to bring the participants to the training site. Special arrangement was made to bring participants to the venue from far places of district, even from 100 km away . Inspite of sincere efforts, only one participant turned up for the second training programme. The result was discouraging. The successive failure in two training programme compelled the dons to introspect and change the strategy. There was a realization that there might me some lapses in understanding gender perceptions of the region but the commitment of the authority was of highest level.


Again on 28/12/2010 one more effort was carried out. Earlier two attempts had failed to attract the participants but in this training programme 45 woman Sarpanches participated. This was because this time husbands and kids along with women Sarpanches were allowed at the venue and were offered all the facilities at par with women participants for whom the training programme was held. Transportation arrangements were made by the University to pick up participants from Taluka head quarters of respective Talukas. The venue of the programme was the Conference Hall, Krishi Vignan Kendra, University Campus, SKnagar. SIRD Core Faculty (Social Science), Dr P P Patel attended training program as a resource person. The Inaugural session was presided over by Dr R C Maheswaree, Vice Chancellor of the university.


Again one more two days training programme was held on 18/01/2012. Women Sarpanches from four Taluka were invited to participate in the programme. This time also the same strategy was adopted. At the end of first day, all the 30 women participants were told to stay at university campus guest house for the second day of training. Two women from village of Dhanera Taluka didn’t agree to stay at the campus and insisted they wanted to return to their village at night. The Director, Extension Education Center made special provision to send them 80 km away to their villages. He also made necessary arrangement to pick them up for next day training from their Taluka head quarter. The Institute’s commitment for Women Sarpanches training was exemplarily and highly appreciable. To everybody’s surprise, the next day at the scheduled time, seven new faces were present along with the two who went away on first day.

Besides attendance, it is seen that this capacity building program is a fist step in women’s empowerment. The overall focus of the women’s empowerment component of the programme was is to engage with women Sarpanches to develop a critical understanding on the rights and to build their leadership.
